Council Endorses Direction on Public/Private Partnerships
The Geographic Information Coordinating Council endorsed the
final report presented at the February 13, 2008 meeting by the Public/Private Partnership Working Group. The report emphasized the roles of public and private sector stakeholders in a process to achieve the NC OneMap vision of a continuous, robust base map of North Carolina.
The Working Group’s final report detailed 9 findings and made 8 recommendations for moving forward. The Council adopted the report and referred specific recommendations, noted below, to various committees for further action.
Recommendation #1: Confirm the NC OneMap as “the” trusted provider for distribution of authoritative standards-based geospatial data for the State of North Carolina.
Recommendation #2: Require agencies and provide incentives for local governments to adhere to standards adopted by the GICC within five years.
Referred to the Local Government Committee. The LGC formed a subcommittee as directed. The
Incentives for Adhering to Standards report was presented at the August 13, 2008 Council meeting.
Recommendation #3: Create a source of support, coordination and funding within the Center for Geographic Information and Analysis to enable the transition of agencies and local governments to standards.

Recommendation #4: Create a dedicated funding model/mechanism to ensure that key data is collected and maintained both at the state and local government level.

Recommendation #5: Establish formal data sharing agreements between CGIA and utilities for the collection and exchange of data with appropriate privacy and security protections.

Recommendation #6: Change the current NC Engineering and Land Surveying Act, G.S. 80-9.c requirement for surveyor certification of geospatial data to be exchanged between private sector entities and NC governments.
Referred to the GICC’s Surveyors’ Model Law Working Group.
Recommendation #7: Support the Secretary of State’s efforts on digital recordation standards per G.S. 47-16.5 and expand standards to include electronic submittal of development plats/plans.
Referred to Local Government Committee with participation by the Register of Deeds and the private sector.
Recommendation #8: Promote the value of NC OneMap to the Legislature.
Referred to CGIA, staff to the Council.
Background on Public/Private Partnership Working Group
The Public/Private Partnership Working Group was established in November 2006 to identify the mutual benefits and possible structures for creating public and private partnerships to progress the vision of NC OneMap as a contiguous, current and available digital map for North Carolina.
The Working Group discussed data barriers, common standards, organizational and attitudinal issues, privacy and security concerns and data certification. It identified six data layers essential to business practices: Cadastral, municipal boundaries, county boundaries, building footprints, street centerlines and aerial photography. Those six data layers must be digitally available for all 100 counties in the state.
The private sector committee members include representatives from utilities, mapping service providers, and the transportation logistics sector. Public members include the City of Charlotte, the NC League of Municipalities, NC Department of Commerce, NC Department of Transportation, NC Division of Emergency Management, and the Center for Geographic Information and Analysis.
